Book I Referral Policy

Referral Policy – Book I

Effective December 1, 2013

1.         All applicants for employment may sign the Book between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday. 

2.         All individuals will be required to keep the Referral Office informed as to their current address and telephone number.

3.         All individuals will be placed, chronologically, on the Referral List in Book I.

4.         All new referrals will be placed on our answering machine.  Individuals seeking employment must call the union hall between the hours of 4:00 p.m. and 7:00 a.m.  For those individuals in the Hartford area, the phone number is either 543-8924 or 241-6098.   For those individuals calling long distance, the toll free phone number is 1-800-826-0311.  Information given on the answering machine will include position, contractor, and job location.  The hall will continue to provide whatever information we have concerning job duration.

5.         If an individual wishes to secure employment, he or she must leave his or her name and phone number where they may be reached the following morning between the hours of 8:00 a.m. and 10:00 a.m.  Members may also call or be present at the union office at 8:00 a.m. to obtain a referral.

6.         An individual who calls in to check work opportunities and accepts a job by leaving his or her name must be available the next morning between the hours of 8:00 a.m. and 10:00 a.m.  Failure to be available for a telephone call from the referral office will result in the hall moving along to the next qualified applicant.

7.         The Referral Office will call, in Referral List order, the names of those individuals who called in and indicated their interest in employment.  Journeymen Wiremen will be sent out in order of their place on the Referral List.  (Example:  If #2 on the Referral List and #18 on the Referral List both request the same job, #2 would be sent.)

8.         Re-signs must be made between the 10th and 16th of each month.

            Book I – re-sign may be accomplished in person, by faxing a document from any location to Local 35 including name, date, and the fact that you are re-signing Book I.  Fax number is (860) 278-4373.  You may also e-mail to vdougherty@ibewlocal35.org 

9.         Any individual who accepts employment will retain their place on the Local 35 “out of work” list until he or she has been employed for 320 hours.  All hours worked will be calculated as straight time hours.  All hours will be carried from job to job. 

Example 1 (Hours):

A member is sent to work for “Contractor A” and works only 120 hours.  He is then laid off.  When he returns to his previous place on the list, he only needs 200 hours before being removed from the list.  His next call is to “Contractor B” where he works 205 hours.  When he is laid off this time, he must sign at the bottom of the list.

320 hours – 120 hours = 200 hours left                Contractor A

10.       Any individual who accepts any working arrangement off the Referral List and quits, gets fired, or solicits a layoff slip from his employer prior to the completion of the project to circumvent the 320 hours rule will have to re-sign and be placed at the bottom of the Referral List.

11.       Please note that the Business Manager is responsible to fill calls in a timely manner as needed by employers.  This means in an emergency, referral may have to be made outside normal hours using whatever means are available to fill calls and place registrants.
